Best bet, to remain in the EU, might be to vote for McVey. She has apparently said she will go for a hard Brexit without even the pretence of claiming she will try to renegotiate with the EU. If she wins, and tries for a hard Brexit, then enough remain Conservatives are likely to join the opposition...

He assumes that as HMRC will have a copy of the certificate, they will know if it will result in additional tax liabilites.
