An old person with limited mobility, no relations or mobile friends needs cash from her bank account to pay the gardener, shopper, window cleaner etc. Is there any way she can get cash delivered to her home address from a bank account?

I really don't know but, if I had to guess, it would be: "No".
Sounds to me like a case of a trustworthy neighbour or support worker - and a cooperative bank. Or a power of attorney.

I suspect you're correct. Strange that I can buy foreign currency and get it delivered to my door, though.
