The building standards are a mess too, with new builds still badly future-proofed for imminent changes. I'm really not convinced with the builders argument that people buying a new house want to save a little now compared with ongoing energy bill savings. Surely anyone taking out a mortgage appreciates that energy efficiency allows greater repayments, and few people are that tight on initial affordability. Perhaps is just that the ludicrously low rates on offer make energy payback terms impossible.
