UK Mortgage for Someone Working Abroad

I would be grateful for any advice on the following situation

History

My son in law is working in Saudi Arabia for a very large european company. He has worked
for the company for 8 years and is paid in local currency.
All this time he has had a premier bank account with a local subsidiary of HSBC where is salary
is paid in each month.

Three years ago he bought a house in UK using Halifax for a mortgage. He has paid the mortgage
monthly without interruption.

Present Situation

He now wants to sell his current house and has already found a buyer.
He wants to buy a bigger house and has approached Halifax to increase his mortgage in order to buy
the new house. He is in a position to put down a deposit of 32% on the new house and his salary meets
Halifax criteria for the amount of the new mortgage.

He has been told by Halifax that he cannot transfer the old mortgage and must apply for a new mortgage
which is specific to the new house. However,there has been a change in legislation and he now cannot be
offered a mortgage as he is not paid in sterling in UK.

He has also asked HSBC for a mortgage due to his banking with them in Saudi Arabia but they appear to
be guided by the same legislation.

I wondered if any fool could advise?

Is this a Buy to Let mortgage or a Residential mortgage for use by his own family? The criteria differ.

Its a residential mortgage.
