If person A buys tickets for themselves and person B, and the trip is cancelled, does A claim for both persons or do A and B claim separately?

The contract is between the purchaser and the supplier, so A claims for both.

I'd imagine the policy holder (PH)

If A is the PH then B has no contractural agreement anyway with the insurers.

A and B each have their own travel insurance. The airline is offering to reschedule, but A and B want a refund.

B will need to contact his insurer about making a claim, but as part of that he will need to show he has made a financial loss. He has no contract with the airline, A does, and effectively is acting as agent for B.

Speak to the policy provider, and check the policy document. Those that answer on here aren't likely to have that information.

the policy holders of each policy will need to claim ie they each do on their own individual policies.

Proofs of lost/cancelled flights will come from the ticket buyer rpesumably

BA is accepting cancellations and they will provide a voucher valid for travel in the coming 12 months, but THEY should be cancelling since FCO advice is not to travel, and USA says ESTA isn't valid now from UK. I have logged a claim with travel insurer - all they are doing is taking messages and promising to call back in the next few days.

Avoid vouchers from airlines, as they will be worthless if the airline fails. Push for cash
