Why not? Different recipient, slightly different slant on the topic. What is the decent interval one has to leave?

I've had that. I assume it is to prevent robotic commentators.
Giving it 60 seconds or so has always worked for me.

I think it is used as a mechanism to help prevent duplicate posts.

I should have thought it would have taken me 60 seconds to type it but I'll wait a bit longer in future. I'm sure I've had the odd duplicated post in the past when it didn't look as though it had gone and I have pressed "submit" again.

That's a different issue but it always possible to open a separate tab/window to check if this reply has already been posted.
