Blimey, monetary evolution is moving along at a bit of a clip. If you've got a tenner with Darwin on it, you've got ten days left to spend it or turn it in for a plastic Jane Austen. And there was I, thinking we were trying to cut down on all the petrochemical by-products and go back to paper?

My guess is that the author of the article is confused about "legal tender" and whether the bank will exchange the notes. If the notes are legal tender then shops are required to accept them in payment. Unsurprisingly that will have a deadline on it as they are trying to get them out of circulation.

There is, however, no reason for a deadline for exchange by the Bank of England.

Looking at this there is never a deadline for exchange by the BoE
