It's not very often that I get annoyed at a newspaper headline but the above really got my goat.

As a description, it's totally appropriate. It's just that it's also a really, really crap headline. The subeditor who let that one go wants shooting.

Honestly don't see what is "inappropriate" about it, but agree that it is a terrible headline, way too long, but I notice these days many news sites have long headlines with plenty of key words etc presumably to catch search terms or algorithms.
