Not quite true. There are significant parts of North Wales where kids don't learn English until they go to school, as their families speak exclusively Welsh at home.

This sounds very much like Malta. The support for minority languages has reached everywhere. If you walk around Malta, you'll hear parents talking to their children in English, just to help them for school. They absolutely have to speak English, but their Mother tongue is Maltese. However, the advantage here is that Maltese gives them a head start in learning Arabic, albeit with a Moroccan accent that can be be understood by other Arabs, once they have stopped laughing! PS Told to me by a Maltese friend.
