The Buckingham Palace website has an on-line Book of Condolence. https://www.royal.uk/condolence

"A selection of messages will be passed on to members of the Royal Family and may be held in the Royal Archives for posterity. "

In my message, i said that for those of us who are not into political correctness we have lost a mentor in the upper echelons of British society who will be sorely missed.

Which begs the question of what counts as a complaint.
