Um, might such a circular have been intended to convey the message "please leave other peoples' skips alone"? The actual wording could have been devised to try and avoid putting peoples backs up, rather than being literally what was meant.

again - not doubting what you say. but it seems totally "unpoliceable" in reality.
The leaflet is factually correct then, but "nobody" is ever going to be caught.

Almost certainly it is being collected by the local traveller community, who tour the streets looking to pick up the scrap before the council can get it. So the leaflet is a warning designed to aimed at them. But then the council scrap pickup trucks locally, AFAICS, appear no different to traveller pick up trucks, as they have no signage or labelling.
