Low DB CETV Quote

I recently received a transfer valuation offer of just under 18% for one of my DB pensions. This seems very low to me given I had received an offer of x44 for another pension.

Should I accept? I don't need the pension as I have two other DB pensions to cover retirement and need to cash for house improvements etc.
