Transport for London here https://tfl.gov.uk/modes/driving/ultra- ... ssion-zone states this comes into force in September 2020 and will operate 24 hours a day, 7 days a week within the same area as the current Congestion Charging Zone.

Whereas http://www.bbc.co.uk/news/uk-england-london-39488291, from yesterday, suggests it will come into force wef 8 April 2019.

I'm assuming the 2019 date, subject to consultation, is correct.

The latter also includes:

The mayor also said he hoped to extend the area up to the North and South Circular roads for heavy vehicles in 2020 and for light vehicles in 2021.

There's a consultation here https://consultations.tfl.gov.uk/enviro ... nsultation which includes:

We are proposing to maintain the residents’ sunset period at 3 years. Therefore, if the ULEZ was to start on 8 April 2019 then the end of the sunset period would also be brought forward by 17 months, and end in April 2022. As a result, ULEZ residents would need to comply with ULEZ emission standards from 11 April 2022 or pay the daily charge.
