Google backup and sync

For many months this has been performing quietly in the background. Recently (about 2 weeks ago) it wanted me to sign in. I did so, but it just repeated the request. So I accessed signin (as suggested) via my browser instead and got the following:
[Fiddler] The socket connection to localhost failed.
ErrorCode: 10061.
No connection could be made because the target machine actively refused it 127.0.0.1:53025

Anyone got any ideas what is going on?
