I ordered one of these to try in the 2nd SIM slot in my phone. Tried to use, but said something about being ineligible. Is this for tablets only?

Activate it in a device that will accept it then move the SIM to where you want to use it.
SIM network provisioning (first time use of a "virgin" SIM) and SIM registration (what happens every time you turn on your phone, and periodically thereafter) are two different events.
Given that I've used various "data reward SIM"s in usb dongles, android smartphones, "candy bar" feature phones and Mifi units, any problem will be with initial provisioning, not "ongoing use".
(This assumes that the phone/SIM slot is 3G and/or 4G compatible, and hasn't been forced to 2G either by user configuration, or because of hardware limitations)
