Hi,
Since the latest Win 10 update was forced upon me last week, when i shut down my computer then re-start it, it loads everything that was open when it was shut down? any way to stop this other than of course to shut down all programmes before clicking shut down?

Yes, this is a new feature that was quietly introduced in 1709.
First, it's not all apps that reopen, only those that can register to use this feature. For example, MS Office, Chrome, IE and Wordpad restart, while Firefox, Edge and Notepad don't.
Second, this is not new. It has always been possible from the SHUTDOWN command in a command prompt, type shutdown /? and see the /g and /sg options. What's new is that the Start menu power button now uses these options.
Finally, Microsoft have got a lot of flack for not having a way to turn this feature off. There will be in the next version (1803, due April).

Use Shutdown /p (shutdown) or Shutdown /r /t 0 (restart) from the command prompt (or a shortcut on your desktop). Or click on the Desktop then use Alt+F4 for a shutdown menu that uses the old methods.

I have created two shortcuts using the shutdown commands I gave earlier, put them in a folder named Power, then added that folder as a toolbar to my taskbar. This is a screenshot of my taskbar...
...it's as easy to use as the Start power button.
