Actually the temp probably overshoots as the hot oil continues to heat the room after the power shuts off.
One is lown background heat, the other is quick localised heat. Now ideally you'd run your oil filled heater from heat pump as the instant hit isn't required, but that would be expensive, and they'd need to be bigger
