Is Tax Expert Advice / Consultancy VATable please?

I spoke to a tax expert at an established UK financial / taxation consultancy and he stated categorically that the tax advice / consultancy he provides will not be subject to VAT. I hadn't heard of that before.

However, another tax expert has just told me he would add VAT on his tax consultancy charges.

I've tried Googling it, but not been able to find any information.

Could somebody enlighted me please?

Perhaps one company is vat registered and the other one isn't.

Is this related to consultancy services to you as an individual or you as a partnership/sole trader/small company?

AFAIK VAT is always charged on accountancy services (assuming the supplier is VAT registered) but there is a question as to whether the VAT can be recovered as input tax in the case where it relates to a VAT registered business - broadly it can provided it is predominantly related to the business and any personal aspect e.g. preparation of a partners tax return, are "small" amounts.
