Well, the only references Google can find to anything like that are:

This article on MSN, which is sourced from GB News, https://www.msn.com/en-gb/money/other/jeremy-hunt-cuts-inheritance-tax-rate/ar-AA1kVDUb, and

the following link with the same title to GB News itself, which if one follows gets, "Sorry, we can't find the page you are looking for" https://www.gbnews.com/money/inheritance-tax-rate-cut-threshold

So, it looks like it was a transient wet dream by someone at GB News that's since been, ah, mopped up .... :D

Well I'm glad I didn't make any financial commitments based on the report (as an old friend used to say) but it had me convinced!
Obvious really that no fresh financial announcement would be likely so soon after the autumn statement.
Feeling a bit stupid now, especially after the lengths I go to avoid any scams and cons.
I'm grateful for being put back in m' box

The idea was definitely reported by the media as being considered by Hunt a few weeks ago. In fact there was even a topic about it on TLF at the time:
