Does anyone know of a broker who offers this OIEC other than Hargreaves Lansdown? Class B seems to be generally available but not class D - which has a lower ongoing charge.

Selftrade appear to.
See: https://selftrade.co.uk/informational/stock-search
and search with the ISIN: IE00BJSPMJ28
I use Selftrade but only for investment trusts.
Note that Selftrade are due to change their charging structure shortly.

The reason is I assume because class D requires a £200 million investment. I would be surprised if Alliance Trust Savings for instance does not offer it but in fact most decent sized brokers should be able to offer it.

Bluestone, I did a search for IE00BJSPMJ28 under mutual funds and nothing came up on a Selftrade search. Only class A and B appear when searching for Lindsell Train global. (your link didn't work for me). So I just entered IE00BJSPMJ28 under the general search and it appeared. Most strange. But thanks.

Didn't Hargreaves negotiate some special lower costs deals exclusively for their clients? Not every Broker charges platform fees though, so that doesn't make Hargreaves automatically the best value.
