As mentioned as an aside in a French speed limit thread, it had not occurred to me there would be new hoops of bureaucracy to jump through. http://urbanaccessregulations.eu/userhome/map shows lots of areas springing up, and of course its not the issue of having too polluting a car, is having to register your foreign car because its not on a database. In Belgium the schemes are being phased in now, but the websites are not ready, and I'm sure won't be easy to use.
Another example where good intentions waste everyone's time, and it will only get worse when we leave the EU and any transnational agreements they will set up.
