Cue huge amounts of false reports (in effect) to be waded through as GOAPs report vehicles parked quite normally outside their house "on their parking space", slowing down response times for geneuine reports.

Many Councils do not have a system for CCTV enforcement of Parking/Bus Lane infringement, etc. Plymouth has, Devon hasn't.
Apparently there are legal hoops to be jumped through in terms of signage and approval for these systems to be implemented.
Whilst a laudable effort, as an ex-council person I hope it will die a quiet death like Upmystreet which tends to result in large numbers of very vague, false or inaccurate reports which take far longer to process than if the Council's own systems (which are not entirely user friendly as they are also designed to try to manage demand on staff and remove malicious reports).
That's before the whole issue of whether a car had a blue badge the reporter didn't see, if they were legitimately unloading, etc etc. and the GDPR issue (which has played havoc with Santa's "Naughty or Nice" list).
