Is there any way to identify businesses/owners from their red and white trade plates?

Like any registration plates the DVLA will know whose plates they are if you have the number.
They must be displayed both front and rear.

I don't have any "evidence" for a request to DVLA even if they would release the info to me as (a) I only saw his red plate in my mirrors and (b) his manoeuvre mainly took place to my side, so my dashcam didn't catch anything apart from me swearing loudly .
No rear plate either. Judging by his driving I am guessing that's more intentional than accidental.
I shall focus on being pleased that all I saw was him heading off into the distance (towards speed cameras), rather than us being mangled in a heap.

I have frequently seen trade plates "displayed" at the rear by being placed on the rear parcel shelf where nobody can actually read them. There is a £1000 fine or five times the VED of the driven vehicle for failure to display.
