I'm not laughing but I am interested as to why you think that is the best ever record. I understand that songs can have a special significance for many reasons but that song, pleasant though it may be, would hardly seem to be the most obvious contender for best ever.
Or am I misunderstanding and would that song be your number 100 out of your top 100?

It is quite atmospheric and suggests a better time but the trouble is there are many songs like that and as redsturgeon says, music can be so very personal. I am not sure that I could name a 'best record ever' but it would be in the Dylan/Clapton/Beatles genre I think. Plenty others of course.

Yeah - totally ridiculous. How can one choose. But here goes.
