Turns out it wasn't a drone, it was a christmas tree. New modern LED decorations with a festive laser display inadvertently caused a semi-holographic light display, each time it passed through a particular phase. It was most vivid when refracted by interacting with the rain, but the air was never so clear as to lose it completely.
