I just feel sooo sorry for all those police IT experts working on face recognition software for the CCTV cameras. This has really buggered up their plans!

If someone wears a niqab or burqa, is the mask that is now compulsory on public transport worn over or under the garment? (Unless, of course, there is a dispensation, similar to the one for male Sikh motorcyclists with turbans)

<(fairly) serious answer> I'm pretty sure it's a "face covering" you have to wear on public transport rather than a "mask", so all those 'bags on head' devices probably comply perfectly. </(fairly) serious answer>

My impression was that you just have to have your mouth and nose covered. A scarf around your neck and pulled up to cover your mouth/nose would for instance suffice.
