Not unlikely!
Many laptops have for several years limited by default the battery charge to 80% of full capacity in order to prolong the life of the battery.
Perhaps the Pear iVolt GTX (with 'go slower' stripes) will not restrict maximum speed as it passes its second birthday but instead restrict the charge (and hence travel distance).
