The capital letter..
It's either 'Blah working on behalf of blah apologise.. "
Or "Blah.....behalf of blah. Apologies for....."

Or if you just read the bit in red, it looks like a command.

"Apologise for any inconvenience caused during these essential works"

Stooz - go to the top of the Pedant's class. I confess that I missed the offending capital A. Anyway I'm just off to my Gentlemens's Barber. That should remind me to always thoroughly check out the grammar.

"Apologies " instead of "Apologise " might have suited better or "We apologise...".

A precis can cause confusion.
