Seriously, aren't there nuisance rules to deal with this sort of thing? https://www.gov.uk/guidance/noise-nuisa ... complaints . Local rules might be different in your part of the world, I suppose, but you never know?

What happens when the Jetwash itself gets a speck of dirt?

If Jimmy is in an area in "serious water stress", informing the water provider of excessive water use will result in a meter being installed.
That should reduce his excessive consumption.

The following water company areas were classified as areas of serious water stress by the Environment Agency and Natural Resources Wales (2013 classifications):
Affinity Water
Anglian Water
Essex and Suffolk Water
South East Water
Southern Water
Sutton and East Surrey Water
Thames Water
That should reduce his excessive consumption.
