Tarmac Jimmy.

There are a several Jetwash Jimmys in my area. With permanent wet and sometimes soapy patches where they park.

On the other hand, we have one big advantage. The houses are set well back from the road, up a hill. It's more than 40 stone steps up from the road to my house.

Down the road is a little less steep, and there's a bigger, posher, detached house in a bigger plot. Very nice. And it recently changed ownership following the death of the previous owner.

The new man is out there in his once-lovely garden, building a driveway. The double garage and ample parking at road level isn't enough: he wants to throw away the advantage of a front garden and drive to his front door. A hideous desecration now snakes its way from the existing parking up to his house.

At least when Jetwash Jimmy moves on or dies, his traces are gone. Tarmac Jimmy is a much more permanent blight!

Tarmac Timmy surely? Did Tarmac Timmy bother to get planning permission for his monstrosity?

Tarmac'ing over a front garden will normally require planning permission unless the area is less than 5 sq metres or there is a slope directly on to an adequate soakaway surface (e.g. garden) or there are regular drainage channels (rectangular grids) to the same.
Or if the 'tarmac' is the coarser "porous asphalt" which entails, among other things, laying it on a bed of larger loosely packed stones that allow surface water to drain into the subsoil (i.e. a soakaway).

There's another in our street doing it now. And on a much bigger scale.

Whereas the first one did it himself, this one has contractors. Several lorries labelled "highway maintenance" - except it's not the highway they're concerned with. The pavement and half the road fenced off, with the remaining section of road covered in muck from the works. And a great scar in the hillside, clearly visible from the far side of the estuary! Ugh!

Maybe they are keen environmentalists and they need to get their Electric Cars close to their homes so they can plug them in.

Damn, why can't I give this scurrilous Jock a downvote?

Firstly, the damage they're doing eclipses any they might save.
Secondly, all the houses along here have garages at road level, for anyone who wants a charging point at home.

I reckon this is a case of Broken Windows Theory ( https://en.wikipedia.org/wiki/Broken_windows_theory ). One act of vandalism and there goes the neighbourhood
