Most Tesla cars over the last few years have the fsd hardware. It is possible to get fsd by subscription which is how I imagine one could get many more users, especially if it was offered at a discount to drivers who have good safety scores.

Tesla announced that all the cars they built from then on would be FSD capable in 2016, even the ones which have since had to be upgraded to run FSD, even though FSD doesn't work yet, and the final system requirements if they ever do get it working are still unknown....
Subscription is $199 a month, FSD is essentially a US only product, not everybody with FSD has got on to the 'beta', and a million FSD bet users would be a substantial percentage of all Teslas in existence, not to mention a 6-10 fold increase in current ownership in six and a half months. Unless they are going to give it away free....
