Grenfell inquiry - how does it work?

I'm curious as to how the Grenfell inquiry will work. So far, the only reporting I've seen is of "defence" lawyers standing up to say the person/group they are representing is completely blameless. They don't seem to be hearing from the people/groups directly.

Seems to me that if this continues, the inquiry will have heard from all parties who say it's not their fault, so puzzled as to how the "truth" emerges (unless it really was the case that nobody did anything wrong) - will these lawyers be cross-examined, will individuals need to give evidence and be cross-examined?

Please note - I'm just interested in the mechanics of how the inquiry works, and evaluates what's true and what isn't - so please don't widen the discussion with views about what did (or didn't) happen and who you think is to blame.

The Terms of Reference define the scope of the Inquiry’s investigations. They were set by the Prime Minister on the 15 August 2017.

This will include reports from expert witnesses

The expert witnesses will provide a range of technical advice and expert reports to assist the work of the Inquiry in delivering against its Terms of Reference.

The expert's reports will be added to the evidence page when they are adduced.
