Looks like half a trouser hanger. It's not for belts/ties unless its an odd design

Unfortunately for you, I expect we all know what it is but have not the slightest idea what to call it when trying to find it on say E Bay. I would be inclined to look under hangers, in a hardware store. In fact the old fashioned hardware store in my village may well hold them in stock. I would though be down to either taking a sample or a description in my head.
