. . . what the metal structure is at the background of this photo I took this morning? This is next to the motorway flyover near Westbourne Park station.

I think i've managed to suss it out now but it's been bugging me for ages while it was being constructed.

Probably 'rules' about advertising to road users - particularly moving images

Yeah probably. Guess i'll find out when they switch the thing on.

It was more the 'olympic torch' design that bewildered me. I guess some fancy architect made a load of money off the back of that rather than the usual mundane design.

This shows an advertising tower sticking up on the other side.

Still think it's a bit of an extravagant structure. Certainly looks better than the usual ones, I just hope it didn't cost too much as the council are always telling us that they have no money.

If that is visible from the motorway, it is too much distraction for drivers.

Objects, events, or activities both inside and outside the vehicle can cause distraction.
In-vehicle distractions can be caused by technology, or by other sources inside the vehicle such as passengers.
External distractions may be when a driver concentrates on unimportant events or objects, or when another person does something unusual.

Clearly the organisation that built the pair of electronic hoardings on the M4 Elevated section at Brentford didn't read that. It's deliberately aimed at Motorway drivers, albeit a 40mph (on a good day) limited section.
