Uploading Pictures
Do I need permission from the site admin to upload pictures from my PC?
While I'm here, I couldn't see how to submit a draft post that I had saved, then later edited and wanted to submit. In the end I copied and pasted to a new post.

No permission required for uploading your own pictures for which you hold copyright.
Not sure about submitted a draft post.

I've tested this now
If you save a draft then when you, "post new", you can click on load draft, click the title of your draft in the box and submit, your draft appears as an option in a box above the black field.
There is a "test forum" at the bottom of the board list for testing this sort of stuff.

As long as the images abide by the site rules:-

All embedded images (including data and graphs) in posts must:-
Include an additional link (URL) to a web page where the original may be viewed in context, or (where the image is hosted on either a domain owned or controlled by the poster, or a hosting site account e.g. Imgur, Picasa, Dropbox, OneDrive, Google Drive) be followed by a statement that the poster owns (or is legally permitted to post) the content of the image. If this is later to be found to be incorrect, appropriate action will be taken by administrators. Images which do not comply with these requirements may be removed without warning.

I don't want to use Dropbox, Google etc, to look after my pictures, so I guess I can't just upload.

For one-off pictures that you want to upload somewhere and post links to, or even embed inside a post here as a picture itself, you can use the free imgur link below -

It's widely used by posters on this board, and really simple. If you need any help though, please just ask.
You can use the Lemon Fool TEST board to try it out prior to deploying in real use. Here's a link to it if you've not found it already -

If you are using Chrome as your browser you click on the dropdown menu at the top right, then select "new incognito window", job done!
