I assume the boat was not especially commissioned just for this trip? It's the cost of the journey, vs flying, that's being symbolised. The trip itself is supposed to be zero carbon emissions. Of course, if they do hit trouble, that will be a bit of a downer for the message, but at least she's trying to send a serious message.
As for her education - a) she's 16 and so no longer compulsory for her to attend school (in Sweden) and b) she's getting an education very few people of her age could even dream of.
If her actions force world leaders to pay more attention to global warming issues, then I applaud her. As I understand it, her message is very clear: to paraphrase - "Global Warming is a problem for my generation, made and mismanaged by your generation; what are you, the experts and adults in the room, going to do about it?"
Mind you, her boat is going to look a bit out of place, parked next to all the Lear jets of the other attendees
