Err ... text to right of video

Overflow water goes down the hole into a tunnel and eventually flows into the river below the dam ;)

No mention of how well the average human male body would fair under such circumstances though.

I think it's safer than it looks at first glance. The water seems to go through openings under the rim, rather than over the top of the rim.

So even if they were right next to it they might just bounce off it.

Well that might well be the official story, but it looks like there's at least two people who have their suspicions about that, and wholly intend to find out the truth of the matter....

Just imagine where we'd be without that type of innate curiosity....
